1. Guiding Ideology
   During China¡¯s 11th Five-year Plan, scientific concept of development will be fully implemented in the national photogravure industry. To promote the transformation of photogravure industry to an environment-friendly and non-polluting industry and ensure a sustainable, sound and orderly development of the industry, we should give full play to a photogravure-oriented development mode and adhere to the objective of meeting people¡¯s diversified material and cultural needs.

   2. Goal of Development
   During the 11th Five-year Plan, our national packing and printing sector will grow more rapidly than most other professional printing sectors (e.g., press printing). Also, total quantity of decoration printing, wherein proportion of photogravure printing will grow continuously, will witness a rapid growth. Therefore, proportion of photogravure to the whole printing industry will also continue to grow. During the 11th Five-year Plan, the development goal for our national photogravure industry is to yield an annual growth rate no less than 10%, to maintain photogravure¡¯s share in the whole printing industry and to increase its share under such condition.

   3. Development Priority
   According to the development trend of international market and market status of our national photogravure market, the development priorities for the future photogravure industry are as follows:

   (1) We should spare no efforts in developing packaging photogravure and actively boosting the development of press photogravure. Our national photogravure industry mainly concentrates on the field of packaging (i.e., tobacco package, soft package, label printing and etc.) and decoration photogravure (especially grainy paper and wallpaper photogravure). During the 11th Five-year Plan, we should actively encourage qualified press printing enterprises to adopt photogravure technology and fulfill the zero breakthrough in applying photogravure in the press printing field.

   (2) We should actively promote the structure layout of the industry, encourage regional transfer of the photogravure industry, especially the regional transfer from economically-developed and high cost region to developing and relatively low cost region, and boost national photogravure enterprises to participate in the international competition.

   (3) We should implement full digitalization of plate making and create a fully digitalized link to customers and management mode. The promotion of direct laser plate making technology enhances the quality and efficiency of photogravure plate making and omit less controllable processing such as chemical corrosion and etc.. Multi-channel curving technology is adopted to improve the reliability, instantaneity and low cost advantage of photogravure plate making.

   (4) We should accelerate and promote three key technologies of gravure press, including electronic axis transmission, printing carriage, sleeve plate cylinder and etc.. Especially for wide type (1200mm to 1500mm for package printing and 1800mm to 2100mm for decoration printing) and middle to high speed gravure press (300~400mm/min), application of these technologies in decoration printing (mainly applied in grainy paper printing), paper gravure press used for paper box preprinting and wide type gravure press used for soft package will be increased continuously by proportion. Paper product and paper based compound material photogravure (grainy paper, tobacco package, aseptic package, gift package paper and etc.) will grow dramatically.

   (5) We should stimulate the use of environment-friendly photogravure and process technology, such as environment-friendly photogravure printing ink, adhesion agent and energy-saving equipment. Enterprises should be encouraged to develop and adopt hydrophilic adhesive compound machine, solventless compound machine. To comply with the industry trend, we shall conduct active development of environment-friendly and non-pollution package printing technology. Therefore, we should spare no efforts in developing and promoting environment-friendly photogravure printing ink, which will largely alleviate air pollution, improve printing working condition and is applicable to package printing of products like food, beverage and medicine. Meanwhile, it features convenience, low cost and high safety in printing. With expansion of its application field and increasingly high environmental protection requirement, we can conclude that hydrophilic printing ink will gave a board development prospect in the field of photogravure.

   (6) Promotion of multi-purpose and multi-function gravure press and development of in-line gravure process, processing equipment (cross cutting, die cutting and hot stamping equipment) and necessary photogravure accessories.
   With rapid development of package printing industry and continuous changes of equipment purpose and type, multi-function photogravure attention will be paid to multi-function photogravure equipment. The currently introduced paper and plastic compatible gravure press, paper and aluminum foil compatible gravure press and composite compatible gravure press, double winding and double unwinding multi-color unit type gravure press and printing post-printing production line are all favored by the market.
   Process steps such as compounding, coating, glazing and die cutting can be finished in one time, which is the development goal for photogravure process. To meet individualized demand, process steps as unwinding, printing and in-line processing will all be modularized. Intelligent controlling method and remote diagnosis service function will be adopted in the advanced photogravure production line.

   (7) Strengthening training of photogravure talents and improving industrial quality
   We should invest more into photogravure high education aspect to foster more advanced technical and movement talents and hold training program on management, technology and laws & regulations and organize inspection and research activities for photogravure enterprises in eligible area to enhance technical quality and management quality of enterprise. As for enterprises with sound conditions, they should spare no effort in carrying out post training of photogravure management and technical talents, constantly improve personnel quality and foster relevant talents through diversified channels to meet the industry¡¯s increasing demand for professional talents.

   (8) Strengthening statistical analysis of the industry and guiding scientific development
   To ensure the sound development of photogravure industry, provide information service to enterprises and guide enterprise to adopt scientific strategy and invest properly, we should improve statistic system of the industry, select statistical data index scientifically, further expand the scope of statistics and promptly issue statistical data material to society and industry. One issue of photogravure analysis report should be made annually. Once time is ripe, photogravure enterprise ranking will be introduced to regulate the market in order to build up enterprise image and advance the sound development of the industry.

   (9) Strengthening coordinated guide and bringing the association into full play
   We shall strengthen the work contact with relevant industrial associations under and promote communication and coordination and mutual support, which will bring to full play the industry¡¯s key role in industry planning and development, professional certification, construction of industrial credit system and other aspects. Also, we should encourage the associations to carry out diversified symposiums on printing technology and exchange activities, advise photogravure enterprises to keep track of the development of advanced international printing and processing and establish direct communication channel with enterprises to enlarge their scale and revenue. International image and brand of our national photogravure industry shall be promoted and export channel be explored actively.

   With the improvement of gravure press quality, price adjustment of domestic high speed gravure press, cost of gravure press is being cut down continuously. Besides, with the development of photogravure process and application of advanced technology, controlling level of photogravure press is constantly rising, which features shorter preprinting period, improved photogravure production efficiency and printing product quality and constantly decreasing production cost. Photogravure will showcase its distinguished advantages and maintain a stable market share and be bound to again present its stronger edges and huge market potential in the future.
